2010? IF?
I fancy the biggest, most obvious answers to Peak Oil, over-exploitation and mass consumerism that strikes chords with all members of the public, inspiring them to set up their own wind turbines and compost generators, to learn to speak to their neighbours and become all round righteous guys and gals, capable or writing poetry instead of going to work, "just because they feel like it", and caring for their elderly in a mass hippy-loving hugfest of free festivals, live music and cheap and shared biodiesel.
Is that TOO MUCH to ask?

Meanwhile, a more powerful punt from me naughty plants would be appreciated, thank you.
There is a government initiative right now about this.
They've just set up these Feed In Tariffs (FITs) that enable you to sell your self generated electricity back into the grid. So, if you put solar panels in your roof and agree to sell any energy you don't use back into the grid they'll give you a tax break of £1000 a year for the next 25 years.
You have to fit the solar panels first, mind you, and they cost upwards of £15,000 to make them worth while....but - small steps an' all that.
